In the first 10 months of 2025, 21,302 road accidents with victims and fatalities occurred in Ukraine, which is almost 1.5% less than in the same period last year. 26,379 people were injured in them (minus 2% compared to the same period last year), died – 2,575 people (plus almost 1.5%). These statistics were reported by Oleksiy Biloshitsky, First Deputy Head of the Patrol Police Department, at a roundtable on the occasion of the start of the II stage of the All-Ukrainian Road Safety Week (November 10-16, 2025).
The main cause of road accidents remains speeding (41%), violation of rules when changing direction (almost 18%), failure to maintain a safe distance (7%), and violation of traffic rules at unregulated pedestrian crossings (6%). Also common causes of accidents are violation of traffic rules at unregulated intersections and driving while intoxicated.
The largest number of road accidents, according to Biloshitsky, was recorded in Dnipropetrovsk and Lviv regions and in Kyiv.
During the roundtable, Oleksiy Biloshitsky drew attention to the acceleration of the adoption of a number of important legislative initiatives in the field of road safety, which are currently under consideration in parliament.
In particular, he focused on draft law No. 3023, which is supposed to regulate the use of electric scooters and other light electric vehicles and has already been adopted in the first reading. "It needs to be finally adopted so that the government can further adopt the necessary points at the level of by-laws," - Biloshytskyi noted, noting that currently the issue of light electric transport has not been resolved either at the police or government level.
Oleksiy Biloshitsky also emphasized the need to strengthen responsibility for traffic violations, in particular, fines for speeding and some others.
