The need to introduce new technologies that allow remote control of drivers' work and rest regimes without stopping vehicles was emphasized by Valeriy Kulyk-Kulichenko, Deputy Head of Ukrtransbezpeka, during a round table on the occasion of the beginning of the II stage of the All-Ukrainian Road Safety Week (November 10-16, 2025).

"The issue of road safety today is one of the key ones not only in Ukraine, but also throughout the world. At the same time, road accidents remain one of the main causes of mortality among young people aged 15-24 and the second among children aged 5-14. This is very unfortunate, and therefore we must pay maximum attention to prevention and increasing the level of road safety", said Valeriy Kulyk-Kulichenko.

According to the Deputy Head of Ukrtransbezpeka, in just 9 months of 2025, 2,599 road accidents involving licensed carriers occurred, in which 142 people died and another 1,087 people were injured. Compared to last year, these indicators are almost equal to the results for the entire year 2024, which indicates the need for new solutions and a more systematic approach to control in the industry.

Among the causes of road accidents that are within the influence and competence of Ukrtransbezpeka, Valeriy Kulyk-Kulichenko identified: driver exhaustion, violation of the work and rest regime, as well as a moratorium on scheduled inspections.

"The moratorium on scheduled inspections does not allow for full control of the activities of licensed carriers. At the same time, the number of licensed companies has increased to over 57 thousand, which requires more effective control mechanisms," noted Kulyk-Kulichenko.
The official also emphasized the importance of introducing new technologies, including smart tachographs and DSRC systems, which allow for remote monitoring of drivers' work and rest periods without stopping vehicles.

"Thanks to new technologies, we will be able to prevent violations before they lead to tragedies. After all, the main goal of our work is not punishment, but prevention. We do not look for the guilty just to punish. We are looking for new solutions. The introduction of smart tachographs is one of them. This is a technology that will allow us to record violations remotely, without stopping transport, saving time and monitoring safety, - emphasized Valeriy Kulyk-Kulichenko, Deputy Head for Digital Development, Digital Transformations and Digitalization of Ukrtranssafety.
